EF traffic doesn't end up in VO

Description

CS7 traffic ends up in VO. EF ends up in VI. This kind of makes sense
but I might argue for VI for EF.

as of cerowrt 3.3.8-10 EF ends up in VO, nothing else does.

this triggered bugs #401 and #402 but….
